My reform would be to simplify ISA provision as much as possible. Like so many areas of public policy affecting personal finance, what started out as a good, uncomplicated idea when launched at the turn of the century has been endlessly tinkered with.

From two core products, there are now five, with various different subscription limits, age restrictions, usage rules and – with Lifetime ISAs, in particular – potential penalties for unsuspecting investors to fall foul of.

How many people do you know with an IFISA (Innovative Finance ISA) – or who even know what one is? Simplification would surely boost understanding and therefore take up.
